I can't agree more.  90% of the turn signal problem lies in 
the poor grounding of one of the front assemblies, usually
the right.  The whole thing relies on the outside screw
grounding on the clip.  The clip is supposed to ground on
bare metal in the fender cutout.  Those who repaint their
cars effectively block this ground.  Likewise the bare
metal is a source of rust.  

I believe there may be an old CATtech tech on TigersUnited
that tells how to run a good ground.

I have seen owners tighten the screw and lose the front
turn light but the opposite read light will flash. Other
times the turn light is dead until a slight twist of the
screw makes everything work again.
