I'd suggest that surface rust and rust from the inside out are two  
different items...
 
But, I also don't see that much in the Mk II to get super excited about. It 
 is another tweener car, not nice enough to drive, as is, but tempting to 
not go  overboard with restoration...but, probably falling out on the total 
resto side,  to be happy with it. In that case, you've got at least 
$70-80,000 into a $50,000  car.
