My understanding is that a cleaner like "409" will do the job of removing
dirt and grease from the element. Spray to soak the element, wait a few
minutes, and flush with water - not a high pressure stream. 

I've got some of the original K&N reddish colored oil and from what I can
tell it's basically a mineral oil, available from your local pharmacy. The
red dye helps to "stain" when your re-applying, to tell where there's
coverage of the element.

Inspection procedures be damned. If you have the ways and means, install a
seat belt and shoulder harness - lap belt alone aren't sufficient. There are
aftermarket kits available. Trust me, all those idiots in sport utility
vehicles and Caddies, out on the highway, are out to get you. Even if your
going for concours judging, nobody should take off points for safety
equipment.
