Head mods/emissions

While I have my 74 TR6 pulled apart for painting, I am toying with the
idea of having the head shaved to get a 9:1 CR and having it ported.
Currently its equiped with all smog gear, and barely passes Delaware
emissions (600ppm HC,6% CO) Anybody have any feel for how much this
could affect emissions. The car at present strangles at 4000RPM.I also
have headers I've never installed for the same reason.
