I too believe that you starter is OK.

The comutater is used like a rotary switch to apply battery current to the
proper winding at the proper time.   As the armature turns the brushes
contact a diferent segment of the comuatator.  This make for a great DC
motor, although a high current level is running through the carbon brushes
to the comutator segments.

Any dirt or grit that is on the comutator is a bad thing but not a really
bad thing.   Make sure that you have not left any wire brush bits inside
the motor and give it a blow-out with compressed air and move on with your
car project.
