David,

You are correct, the person that assembled the retainers last time, placed
the dust cover on wrong.  It does indeed have to be installed on over the
retaining clips.  It is intended to keep the dirt and road grime out of the
clips.  You again have correctly idententified   another one of the auto
makers cost shortcuts,  the lack of a drain plug in the differential.  Most
often the lube will not require changing, unless the diff has been submerged
in water.  Just the occasional topping off, which is no fun thing, given the
extremely close confines to reach the fill plug.

Just remember, "rookie questions", are the ones that some people don't ask
for fear of appearing ignorant.  It's better to ask the question and get the
answer, than to find out after component failure that a $400 part could have
been saved with $.20 worth of lube and 10 minutes time.
