Brian,

  In a word, yes.  I rebuilt the starter for my TR 250, and I had to use
the press at work  I also had to fabricate a way to press down the spring,
yet still acess the shaft end to remove the snap ring.
  To allow this, I welded three or four 9/16 inch (I think that was the size)
washers -stacked on top of each other- together, then with a cut-off wheel
I removed metal to make the circular washers into a "C" shaped spacer.
  Next, supporting the starter by the aluminum ears, I placed the "C" spacer
on the collar at the end of the spring.   Press the spring down and remove
the snap ring from the shaft with very small flat blade screw drivers or awls.
  Use the largest diameter washer that will fit and still press the collar
down,
so you have the most amount of room to work the clip out.  Don't forget to
make the spacer out of enough washers so the press dosen't hit the end of
the shaft before you've compressed the spring enough.
