I fought the wrinkle paint real hard, and finally won after the 7th
attempt! The directions on the can didn't work for me either.

ISTR I waited for a hot, dry day. I put the panel and the paint outside in
the direct sun. It was maybe 70 F that day. I stripped the panel to bare
metal and the first attempt was pretty close. I sanded the wrinkles and
tried to paint it again over a layer of paint. Didn't wrinkle at all when
going over a base coat of paint.

I ended up using paint thinner to remove the paint to get back to bare
metal between each attempt. Then I hit upon the right amount of paint and
wait time between coats... I am pretty sure the trick was 2 sort of thick
coats about 5 minutes apart.

I wouldn't dream of doing this with the panel and guages in the dash. It
comes apart real easy. The guages come out easily as well. 

I can't imagine sanding off bad wrinkle paint around the guages and switches!
