Thats true and that is what happens in WWTP's. But, the cleaning solutions
are either solvents or high pH (alkaline) solutions. Direct discharge to
waterways is not recommended.

Actually, Peter, There are bacteria that metabolize petroleum.  So 
oil and grease are, to some extent, biodegradeable.  Of course, if 
you dumpa ocean going tanker full into a small bay you will over
load the system.  Just like when you put too much sugar in something
the microbes can't eat that either.

The solution to polution is dilution.  Sometimes.
