I re-installed the rear brake drums after removing them for painting. The
shoe are fine so no need to replace them. I replaced the drums and, per
Haynes, adjusted them until they wouldn't turn and then backed off a notch
at a time until they turned freely. Step on the brake pedal a few times to
center everything and recheck. If I get both sides turning freely and apply
the handbrake, only one side is locked solid. The other side will still turn
with lots of effort. Can the handbrake be adjusted at the rear by the wheel
or do you HAVE to remove the transmission cover and adjust it  from the
handbrake end? It's gonna be mid 50's this weekend and I want to get back on
the road.

Any help will be greatly appreciated.
