No, as the rubbing block wears, the point gap narrows. So, you can set
the points to the widest allowable setting (.016") to try and
compensate.
However, rubbing block wear _should_ be a non-problem. If your block is
wearing appreciably after the initial "bedding in", either you aren't
lubing the point cam, or it is rough and needs replaced. The rubbing
block should outlast the contacts.
