Actually, the Triumph four cylinders have the flywheels attached using
semicircular lock-tabs, not lock washers.  Each lock-tab has two holes,
one each for two side-by-side bolts.  Once torqued to specs, the ends are
bent upwards against the sides of the heads of the bolts to secure the
bolts.  If these are not present on your engine/flywheel, someone has
neglected to replace them.  As I remember, the same is done on the
flywheels for the Sixes.  

The ring gears are attached to the flywheels using a special-design
lock-tab washer.
