Orientation of the Trunk and Tire Cover Seals

Got answers in both directions with trend toward the following and will go 
with the following by Bill Redinger....thanks all. Back to the garage.

<< Trunk seal lip is to the outside. If turned inward it will not seal very
 well as any wind pressure will push water over it.
 Tire seal lip is to the inside. It will not work if placed the wrong way
 as the lip helps center the spare tire cover.
