I remember that same situation back long ago (1970s) when I was driving a 
TR3A. Well, not exactly. I do not ever remember getting much over 25 mpg at 
best. Of course, the car was old and maybe a bit tired then, while I was 
young and willing to exploit the car best I could. :-) For some reason, at 
some point, I decided to rebuild the carbs. Car ran pretty well after that, 
but mileage dropped to about the same 12 mpg you're experiencing. Don't know 
what I did wrong. I kinda "parked" the car soon after when I picked up my 
GT6+....
