There should be three, the outer sill, the inner sill and the lip of the
floor panel. 

POR 15 is a moisture absorbing material, and gets harder the more
moisture it absorbs. SInce it locks moisture into it's structure, it
keeps it from getting into the metal, preventing further rust.

Oxysolv is like Naval Jelly, a weak phosphoric acid, it dissolves rust
leaving a zinc coating when you wash it off.

Corroless, seems like an oil based paint, Rustoleum style. the oil in
the paint seeps into the metal, preventing rust.
