TR3a frame holes necessary?

Hi folks,
I have my frame upside down in the garage, and just aft of the rear shock 
brackets I can see a round hole on the bottom on both sides.
Are they necessary? Reason I ask is I need to patch near there and it would 
be a lot more convenient to just cover them up.
