It's possible, but it wouldn't run that way.  With the timing marks
lined up, it has to be either #1 or #4 firing, since #2 and #3 are at
the bottom of the stroke.  If the engine will run with #3 firing when
the marks line up, the marks have to be out of place.  

This is very easy to do on the TR3, because the pulley is bolted to the
hub, and the timing hole in the pulley goes opposite the keyway in the
hub, rather than on the same side.  There's no other indication of the
correct way to assemble it.
