The notches definately face up , with the one notch on the outside.
I had the same problem ,(wheel slant) when I got my car ; I install standard
springs and that cured my problem; its been standing tall ever since.
If you put springs in which lower the ride height; that might be the
problem , in whch case you might need spring spacers. Good Parts has those.
Also , you might want to check spacers that go between the trailing arm
mounts & the frame. One side gets 3 and the other 4; but I'll have to get
under the car to see which is which.
I finally cured my own nagging problem which was rear end clunk. It went
away after I repacked the axel shafts with grease.
