NO. It should turn easily, with just the very slightest, hard to detect,
slight (am I getting the point across here ?) stiffness in the very center.
A flip of the wrist should be plenty to spin it from stop to stop (but don't
do this without the stops in the trunnions connected, as it can damage the
worm).
There are numerous things that can make it stiff, so a "divide and conquer"
approach is needed to isolate the problem(s). I started by removing the
silentbloc from the drop arm. Of course, you've already adjusted the
steering box properly before installing it, so if it's still stiff, the
problem is most likely either steering column alignment or the upper
column/steering wheel is dragging on something.
My problem turned out to be paint overspray on the idler arm pivot. Herman
van den Akker has written of finding vertical links that did not align
properly, making steering stiff. See
