The belt seems tight enough. But why would the alternator need to be raced

This is not uncommon if there are considerable loads on the electrical
system. If the radiator fans are running and the lights are on the voltage
usually does fall at idle. The critical question is does the battery stay
charged. If so then don't worry about it.
