Take a close look at the inner cable. You'll notice
it's actually a spiral of small wire, just  like the casing
When rotating, it wants to screw itself down the length 
of the outer jacket.  

Two things.... 1) there should be a little clip on the inner
cable at one end, designed to keep the inner cable in 
position. If it's not there it could be forcing itself into the 
tach as it rotates.
  2) see which direction the spirals are running and 
consider the possibility of reversing the inner cable 
end for end to counteract some of the 'spinning screw' effect.
