Differential mount stud torque

I'm not sure about how much to torque the nuts on the TR6 differential 
mounting studs.

The Bentley torque settings shows that the "Rear Mounting Plate to Frame" 
,under the "Rear Axle" heading,  to be 20 to 25. 

Is this the differential stud settings?

Is it for both the front and rear studs?

Is the rear rubber mounting supposed to drawn up flush with the frame after 
torquing?
I torqued to 25 and it is still about 1/8 inch from the frame.
