If DMV did remove the tags, it was because it was titled twice to 2
different owners. Very unusual, but it does happen. BUT, if they
removed the tags, they will have replaced them with a DMV tag, which
would be very visible. It the car comes with a California title (which
it should), that would have the VIN number. If it does not come with a
title, finding the original VIN number may put the new owner in line for
a very unpleasant surprise!
