Steve, I tried it with the tank in place and it is a PITA.  But all you
have to do is tilt the tank out, not remove it completely.  Disconnect the
fuel filler and remove it and the hose (this is the toughest part short of
reinstalling it).  Then loose but don't remove the bottom two bolts holding
the tank.  Now remove all the other bolts and tilt the tank towards the
rear of the car.  You now have direct access to the fuel sender.

Caveat: different year TR6's have different tank vent schemes and you may
or may not have to disconnect some of these.  YMMV
