Dave, is this the Spit or the TR3 ?

If it's the TR3, I would be very suspicious of the residual pressure valve,
on top of the 4-way (or is it 5 ?) connector near the left front wheel.  You
can try disassembling & cleaning it ... but I just removed the guts from
mine and left it that way.

Another possibility is the adjustment of the pushrod for the MC ... with the
pedal released, there must be some free play in the pushrod.  A sticking or
binding pedal can cause the same problem.

Yet another is improper assembly of the MC ... there is a linkage between
the 'foot' valve and the operating piston that opens the foot valve when the
piston is out all the way.  If the linkage is not engaged, or the clip can
slip off of the piston, the foot valve will not open and the brakes will
drag and eventually lock.
