TR4 steering column.

I have a nuisance problem that is driving me mad.  A while back my horn
began honling intermitantly while I was driving.  Ultimately I saw a
small spark inside the steering column.  I have a Moto Lita hub and
wheel mounted on my TR4 steering column.  I took the hub off, cleaned
everything and spread dielectric grease on the plastic washer that the
horn conrtact rides on.  This did not help.

Today the horn would honk continuously when the steering wheel was in
certainpositions.  This is complicated by the fact that my steering
column has a small amount of "flex"in it when I urn the wheel.

I took everything apart again this eveining.  Onr thing that troubles me
is that there is a teflon washer on my steering column behind the turn
signal mechanism that is just sitting there loose.  I tried to tap it
into the column housing thinking it was a guide of some sort but was
unable to do so.

My diagnosis is that the Moto Lita hub comes into contact with the horn
contact plate at certain positions in the steering of the car.  

Does anyone have any similar experience?  Any suggestions on how to
correct the problem?  Anyone know what the teflon washer is supposed to
do and where it should be located?
