Yes you need tubes. Yes you need the rubber bands. They keep the spoke 
ends from chafing through your tubes.

NO NO NO. Do NOT trust your local neighbourhood shop to mount wires.  
Find a specialist. Someone who knows wire wheels. Watch them do it. Do 
not allow anyone to use a power tire machine on your wheels.
