Might be different around the Twin Cities, but around here, that's about as
common as a winning lottery ticket.  McD's requires a high school diploma to
flip burgers, but the tire places don't.

Should be no problem, as long as the outer cone fits over the wheel instead of
inside it.  And both cones need to contact the tapered portion of the wheel, not
the edge.
