Some of the later calipers (can't recall offhand when the change was, but it
was after TR3 and maybe even after TR4) have a spigot on the body of the
caliper that the dust seal fits over; rather than a groove inside the bore.
On those calipers, the steel ring went over the dust boot, to retain it on
the spigot.

As I recall, the dust boots were different, although it might be possible to
design a boot that would work in both cases.  But if your boots don't have
the outside lip on the larger opening, you may have the wrong rebuild kit.

(Been a long time since I worked on TR3 calipers ... I love DOT 5 !)

If they're the right calipers for a 60 TR3A, the dust boot should have a lip
that fits into a groove inside the bore of the caliper.  Kind of like a
secondary seal (although I think the purpose is to positively retain the
dust boot).  The lip of the boot must be fitted into the groove before the
piston is pushed into place.  After pushing the piston home, you can work
the other lip of the boot into the groove on the piston (if it isn't there
already).
