If it's really frozen, then you can expect to need the cylinder block bored
oversize (as at least one cylinder wall will be damaged by corrosion) and
new pistons and rings.  Bearings, seals and gaskets should be replaced as a
matter of course.  Other things will be "as required".

Seems inconsistent with "excessive gunk" under the rocker cover ... the head
may need work too.

Sorry, no comment beyond it won't be cheap, and isn't an area where you want
to go cheap, unless you decide to do it yourself.
