To me this sounds more like the gauge needs calibrating than the sending 
unit.  I realize TR4/4A gauges are very different from TR3s... on a TR3 
you adjust the gauges by loosening 2 nuts on the back and sliding their 
posts along diagonal slots.  I just crawled under the TR4 dash but 
couldn't get a clear view of the backside of the fuel gauge to see if a 
similar arrangement was in place.
