Is the clutch engaged or released at that point ?  Is the slave pushrod extended
?

My guess from your description is that the master cylinder is not returning all
the way, and so not opening the 'foot' valve that should open the passage to the
reservoir when the pedal is released.  The problem might be internal to the MC,
or might be a misadjusted or binding pedal.  Is your pedal return spring in good
shape ?
