 Actually, this isn't at all what BMW did with the Mini. They offered the 
franchise to a subset of their dealers; those with exceptional performance 
ratings and the willingness to build (expensive) stand-alone Mini facilities, 
among other criteria.
 
 This was certainly not a "just hang a shingle" approach and required a good 
deal of faith and investment on the part of the selected dealers. The other 
side of the coin is that many BMW dealers (most, actually) in the U.S. didn't 
make the cut (and some lacked the faith to take the plunge).
