Thanks, Randal and Greg. The adjustment of the operating lever was slightly
off even when the hole was lined up as specified due to slightly worn parts.
When I started to unscrew the two screws holding the solenoid to its bracket
to check the solenoid bore, the lever dropped back down.  It looks like the
lever with the hook shaped end was bearing on the piston rod ever so
slightly, keeping the piston in the up position.  Moving the whole lever on
its shaft towards the gearbox slightly resulted in the rod being centered
and the rod now drops back down when power is withdrawn.  Took it out for a
spin and it works great.
