Sounds suspiciously like the original wiring to the seatbelt interlock
module, although it's not an exact match (and I'm just looking at a
diagram).

I'm guessing that one of the white/orange wires is really a white/red from
the ignition switch, and the other is the white/orange to what my diagram
calls the starter interlock relay (or possibly directly to the starter
solenoid if someone has removed the relay).  The function of the interlock
module was to prevent starting the engine if the driver (and passenger if
present) were not wearing their seat belt, which it did by breaking the
connection between these two wires.

What problem are you trying to solve ?  If everything works adequately (and
you aren't too concerned about being able to start the car without wearing
your seat belt), then I'd leave well enough alone.  The seat belt interlock
was a nasty idea (IMO), required by US law for only one year then dropped
due to excessive consumer complaints.
