Not rubber, although I'm not certain exactly what the original material was.
Probably graphite impregnated cotton or jute string. It's called valve
packing, and should be available at Home Depot, Lowe's, etc. I use the
more expensive Teflon coated stuff, but graphite will do.
Undo the topmost nut on the valve, and slide it up to expose some shaft
under it. Wrap a couple turns of packing around the stem, then push it down
inside the valve and tighten the top nut onto it. Not too tight, or you
won't be able to turn the valve.
If the shaft doesn't look shiny in this area, you might want to disassemble
and polish it.
