First of all if the leakage is out the exhaust rings are likely not the
prime culprit, it is exhaust valves.

Leakage out the intake is intake valves, exhaust will be exhaust valves
and out the breather will be rings.

Your readings are high and a rebuild is in order.

My S 2000 engines will read under 5% when fresh, at 15% its time for a
freshen up.

Incidentally it is not uncommon for a factory new engine to read over
10%, but for a racing engine you need to be well below that figure to
develop max power.
