I did a full body off restoration of my TR250 a couple of years ago.  
The floors were solid, but there was rust in one rocker and front fender 
and all along the seams of rear fenders to deck.  Also, some poorly done 
body work in the past.  We replaced the entire rear deck with one from a 
4A and a couple of fenders.  It was also media blasted to bare metal (be 
careful with this), so there was a substantial amount of body work.  I 
did all the tear down to bare body shell on the rolling frame and did 
all the mechanical restoration and a small rust repair to the frame.  
The total cost of the body work and painting was about 10K (not counting 
the replacement panels), so your guy is not out of line.  Since I also 
replaced all the vinyl and rubber parts and rebuilt the engine, the 
total cost was more than the car is now worth (a TR6 would be worth 
less).  I do not regret it, because I bought the car new by European 
Delivery, so we have a lot of history.  You can probably get it done for 
less as one of the other posts have stated, but if I were going to that 
trouble, I would do it all right and have it good for the rest of your 
life.  If you plan to keep it that long. I can now drive the car 
anywhere and its gotten first place at the past three South Central 
Regionals.  I just got back from driving it on a 1600 mile trip to the 
regionals in Kerrville, TX.
