My own though would be not to defray repair costs, and leave these up to the
individual participants. I would think you'd be better to sell those
sponsorships to help defray organizational and events costs, keeping the
costs down for all participants.

The reason I thought of the cost was that this is supposed to be a fun
event. Obviously this is going to be very expensive for some. So if they
can join, or you advertise that not only will there be an emergency service
vehicle, but the cost of repairs up to a certain amount will be covered,
then you might get more people involved.
But then maybe this is something you’d only tell the membership leaders.
Not sure about that yet. This way you weed out those looking for a free
ride in vehicle repairs.
