[Shotimes] OT: What do you do if your employer doesn't pay you (not joke)

My brother in law worked for a guy for a few weeks and he refuse to pay him. I 
believe there is some sort of Federal law/agency that covers it. Anybody have a 
clue?

Obviously, the 1st step is that he stopped doing work for him, I just want some 
help as to what is next (legally).
