Most people don't realize that this is the case.  Actually what happens is
that refineries (doesn't matter who BP, Sunoco, Mobile, etc) don't make
gasoline all the time.  Like all other industries, the price and cost of
making gasoline fluctuates.  If it's not cost effective to make gasoline
than they'll make and sell something else and buy the gasoline from someone
else and blend it to their own specifications.

For example, if Sun can make more money selling propane or jet fuel (as
opposed to gasoline), they'll cut back or eliminate the production of
gasoline and focus on propane or jet fuel.  Obviously, Sun will still have
to supply it's gas stations with gasoline, so they'll buy gas from someone
like BP or Mobile and blend it with the proper additives, test it and send
it to the gas stations.

Long story short, the difference in brands is only in the blending of
additives and octane ratings.  The gasoline itself is nearly identical from
one refinery to the next.
