[Shotimes] hard start

It will more than likely be the pump itself....
I came across this lots while I was pulling wrenches for ford in the late
eighties and early ninety's.
I have replaced two pumps due to this condition on both my old SHO's. There
is a check valve located in the body of the pump which is common to let go.
I had used mine for months, turning the key on and off 5 times before she
would go. It eventually quit on me altogether and had to be replaced.
