[Shotimes] tranny troubles

Sounds to me like the transmission fluid is just too cold to allow for torque converter lockup.  The fluid has to be up to temp (I'm sure someone will fill in the details) before the converter will fully lock dropping the rpm back to "normal."  I know on my 98, when fully cold at 75mph the car is turning over 3k rpm.
