[Shotimes] rear break problems

Check for a frozen or sticky e-brake cable, that would cause both calipers
to lock up on you. There is also a rear-proportioning valve that could be
the problem but is highly doubtful.
Most likely it's the e-brake cable (both sides locking up) but could be
brake lines also.
