[Shotimes] Confused about timing thing.

The Haynes manual I'm looking at is confusing me. I have the 3 lines on the 
timing belt lined up with the 3 dots on the cam gears/crank sprocket. I have 
the dots lined up with the metal lines on the timing cover up by the cams. The 
manual is saying I need to turn the crank pulley and line something up but it 
is speaking in some weird language. Do I need to do this part or do I have it 
fine already?
Also I want to start the car and check that I have it all right before I put 
the wheel on and everything, but my crank bolt was destroyed. I can put the 
thing back on but I can't tighten it that much, it is safe to torque it on a 
little and give the car a start?
