I believe that adding washers to the steering rack mount is to help with bump steer on a lowered vehicle. I'm not sure if Eibachs lower it enough to make a difference. To get your camber right, the welds at the top of the front strut towers have to be cut so that the top of the strut can be moved around to get your alignment right.
If cutting the welds and elongating the slots that the three mounting screws go through will not give enough movement to correct your camber, there are mounting kits that a good alignment shop should have to help with that.
