Shimming the rack mount with washer's won't fix an alignment issue such as
that.

You will need a caster or camber alignment kit to correct that, assuming you
do not have bent suspension components such as a lower control arm or a bent
sub-frame.  Since I don't know which way it is leaning, I can't be certain
as to which you need.

If the knock sounds like it is directly below the upper shoulder harness
retractor, the problem is the mount.  If the source of the noise is from the
back end but is indistinct as to the exact source, I would bet on the sway
bar end links.
