I once purchased a used 5.0 Mustang that had a security device mounted
under the dash that disabled the ignition.  It had a little removable
electronic key (think mini-Nintendo game cartridge).  The dealer had
installed it as an anti-theft device.  They told me I could keep it but it
would add $200 to the price of the car or they could remove and re-use it
on another used car.  They apparantely put them on all their used cars
until they're sold.  It sounds similar to what Steve is talking about (not
sure about flashlight reference however).

I can't tell you.  That's why it's called a SECRET!

Seriously, there's a little removable piece, under the steering column
(and a tad to the right).  It has a male connector, is inserted into
(obviously) a female receptor (is that even a word?) and unless all the
pins make contact the ignition is disabled.  Also, this piece has a
single button on it that activates the built-in mini-flashlight (useless
from what I can tell).  The whole thing appears to want to be attached
to a keyring, for some reason.

I'm guessing it's an ATX-only thing, but I can't be sure.
