[Shotimes] Starting problem

I failed to mention that there has been evidence of something getting
hot/burning/smoking/smelling on the water pump end of the engine. I haven't
nailed down the source of the burning/smoking/smelling yet but it could be
revealing.
I did replace the water pump,CPS, timing belt about a year ago and the pump
has made a whining noise (not unlike a supercharger) ever since. Don't know
if that is relevent or not. I haven't noticed any coolant consumption.
There is a chance I might be dripping a bit of power steering fluid, though.
Thanks for the suggestions, it gives me a couple of ideas on where to look.
