As I've received a couple replies, I'll add the following.
As one who owns a 91 for 11 years now and has experienced the bad
booster, dragging brakes syndrome I can tell you first hand that there
were a couple times (until I figured out the problem) that I almost rear
ended people because braking action was reduced significantly to the
point of the pedal being pressed to the floor and braking action not
even being close to locking up. With the pedal not returning to full
upright, the system would adjust to the lower pedal height and then
there was insufficient pedal travel remaining or the brakes were too hot
from dragging to provide full braking power (I never tried to diagnose
the exact result).
It was random initially thus took some time to figure out. Thought
initially it was air in the system. Also, these information sharing
lists were not available back then. Discussions of an assist spring
on the brake pedal on one of these lists led me to a similar test
which solved the problem. I've since replaced the booster and not had
a similar incident.
